But <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/01\/31\/lawmakers-demand-fixes-in-va-health-records-before-any-more-rollouts\/\" target=\"_blank\">Republican lawmakers<\/a> insisted on Tuesday that VA must keep that system running for the foreseeable future, thanks to all the <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/09\/21\/stress-over-vas-new-health-records-is-causing-staffers-to-leave\/\" target=\"_blank\">glitches rolling out the new replacement software<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRegardless of how we feel about it, VA will probably continue to rely on VistA for at least another decade,\u201d said Rep. Matt Rosendale, R-Mont., head of the House Veterans\u2019 Affairs Committee\u2019s technology panel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/02\/06\/oracle-exec-va-health-records-overhaul-is-only-real-option-for-vets\/\" target=\"_blank\">VistA <\/a>\u2014 the Veterans Health Information Systems and Technology Architecture \u2014 is the decades-old medical software used throughout department medical sites for a host of record keeping, medication tracking and appointment scheduling tasks. It\u2019s slated to be replaced by 2028, but Rosendale questioned whether a planned replacement software system can do everything the old one does, and said he expects some medical centers and veterans to rely on parts of VistA for years to come.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2023\/01\/31\/lawmakers-demand-fixes-in-va-health-records-before-any-more-rollouts\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Mann-Grandstaff-Department-of-Veterans-Affairs-Medical-Center-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lawmakers demand fixes in VA health records before any more rollouts<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">New legislation would block further deployments of the controversial system until VA leaders can promise permanent improvements.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Replacing the system has been the goal of federal officials and some politicians for years, with an eye towards putting veterans\u2019 health records and Defense Department medical files on the same platform for the first time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the latest attempt at that \u2014 a 10-year, $16-billion effort to install Oracle Cerner\u2019s Millennium records system at VA sites \u2014 has faced repeated delays over concerns about staff training and patient safety. VA officials postponed all new deployments of the system last fall but are scheduled to resume work later this summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since then, multiple lawmakers (including Rosendale) have questioned whether the transition can ever be a success, and whether keeping VistA should be reconsidered. Tuesday\u2019s hearing was the first in a series of hearings planned on the issue, as Congress prepares its draft plans for the fiscal 2024 budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to questions about VistA\u2019s viability, VA officials described VistA as \u201crelatively stable\u201d and noted generally positive views of the software among current VA staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Daniel McCune, VA\u2019s executive director of software product management, said maintaining the current system presents multiple challenges, most notably price (it cost about $900 million last year) and staff upkeep issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVistA is written in an old programming language, Mumps,\u201d he told lawmakers. \u201cThere are few Mumps programmers today, because Mumps is not taught in computer science classes anymore. The pool of Mumps programmers shrinks every year as they retire.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other shortcomings, such as disparate versions of the software which struggle to sync with each other, make a new, upgraded system more desirable, McCune said. VA officials are still hopeful that their own health records project can be completed by 2028, despite recent delays and setbacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier in the day, officials from the Defense Department\u2019s health care system testified across Capitol Hill about the ongoing, relatively trouble-free deployment of their Oracle Cerner records software, saying the work is about 75% complete and that staff are working with VA liaisons to prepare for both departments eventually sharing the same system framework. The military\u2019s software deployment has not been beset by the same level of turmoil as the VA rollout.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, in response to criticism over the Millennium software deployment, officials from Oracle Cerner promised improvements in their work but also argued that \u201cthere is not enough time or money to ever make VistA work like a modern system.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2023\/02\/06\/oracle-exec-va-health-records-overhaul-is-only-real-option-for-vets\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/2089484.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Oracle exec: VA health records overhaul is only real option for vets<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The company behind VA&#039;s controversial health records project insists the work can still be finished in a way that benefits veterans and taxpayers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Democratic lawmakers echoed that sentiment at Tuesday\u2019s hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf VA is admitting it does not want and does not have the capacity to manage a VistA modernization, why would Congress force them to?\u201d said Rep. Sheila Cherfilus-McCormick, D-Fla.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Republican lawmakers said because of ongoing problems with the<b> <\/b>Millennium software glitches and training mistakes, the idea needs to be discussed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They criticized VA officials for not having current estimates on what a fully rebuilt VistA might cost, and for trusting too much in Oracle Cerner\u2019s ability to get the project back on track.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several former VA officials invited as witnesses by GOP committee members backed the idea of investing and upgrading VistA, saying they also have lost faith in the promised modernization project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials from Oracle Cerner were not invited to testify at Tuesday\u2019s hearing but are expected to be summoned before lawmakers for additional questioning in coming
