{"id":72987,"date":"2022-04-27T20:58:31","date_gmt":"2022-04-27T20:58:31","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2022\/04\/27\/sluggish-military-recruiting-worries-congress\/"},"modified":"2026-08-08T15:23:09","modified_gmt":"2026-08-08T15:23:09","slug":"sluggish-military-recruiting-worries-congress","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2022\/04\/27\/sluggish-military-recruiting-worries-congress\/","title":{"rendered":"Sluggish military recruiting worries Congress"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Lawmakers on Wednesday voiced serious concerns that <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2022\/01\/21\/air-forces-enlisted-recruitment-pipeline-is-drying-up-general-warns\/\" target=\"_blank\">recent military recruiting difficulties<\/a> may be an omen of sizable personnel shortfalls in coming years, unless Defense Department leaders can make major changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Pentagon leaders said that ongoing recruiting challenges are not at that level of threat yet, and they are working to ensure they don\u2019t ever get there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a <a href=\"https:\/\/www.defensenews.com\/2022\/04\/05\/top-defense-officials-acknowledge-pentagon-used-incorrect-inflation-rate-to-draft-budget\/\" target=\"_blank\">budget hearing<\/a> before the Senate Armed Services Committee, personnel officials from the five services characterized this year as \u201carguably the most challenging recruiting year\u201d since the start of the all-volunteer force.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2022\/01\/21\/air-forces-enlisted-recruitment-pipeline-is-drying-up-general-warns\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/enlist.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force\u2019s enlisted recruitment pipeline is drying up, general warns<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">About 4,800 people entered the Air Force in the first quarter of fiscal 2022, down from around 7,100 at the same point in fiscal 2021. And there are fewer prospects in the pipeline.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Through the first five months of fiscal 2022, the service had reached only about 23% of its active-duty goal for new recruits. But Lt. Gen. Gary Brito, deputy chief of staff for the service\u2019s personnel issues, said he is still optimistic the Army will reach its target by this fall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air Force leaders said the service is on track at the moment but may fall \u201c1 or 2%\u201d below levels mandated by Congress in the defense authorization act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy, Marine Corps and Space Force officials said they expect to reach their goals, but with some difficulty. Navy officials said they believe they\u2019ll have fewer deferred entry candidates this year than expected, potentially creating recruiting problems in future years for the sea service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That raised concerns from several lawmakers. Sen. Thom Tillis, R-N.C. and ranking member of the committee\u2019s personnel panel, said the numbers should be a wake up call for both the Pentagon and Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m worried we\u2019re now in the early days of a long-term threat to the all-volunteer force, with a small and declining number of Americans who are eligible and interested in military service,\u201d he said. \u201cEvery single metric tracking the military recruiting environment is going in the wrong direction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn most cases, we\u2019re seeing the worst numbers in the last few decades.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a separate press conference, Pentagon press secretary John Kirby acknowledged the challenge but downplayed the scope of the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[Defense Secretary Lloyd Austin] recognizes that the services have unique recruiting demands, not just in terms of numbers, but in terms of skill sets. It is absolutely on his mind,\u201d Kirby said. \u201cHe has had a good session with the service secretaries [on this] and I fully expect that there will be more going forward.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under Secretary of Defense for Personnel and Readiness Gil Cisneros Jr. told senators that the post-pandemic labor market \u2014 where private companies are competing for a smaller pool of job candidates \u2014 has been the biggest challenge for military recruiting and retention.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/mil-money\/2022\/03\/28\/troops-would-see-a-46-pay-raise-next-year-under-white-houses-fiscal-2023-budget-plan\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21104387389312.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Troops would see a 4.6% pay raise next year under Biden\u2019s fiscal 2023 budget plan<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The pay raise would be the largest for service members since 2003.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Other lingering issues, like rising obesity and drug use among the American public, remain problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the proposed 4.6% pay raise for troops and increased housing stipends in the fiscal 2023 budget request will help, but added that his office is \u201cworking closely with the services to leverage all authorities, resources, and tools to address these challenges.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Service officials also testified they are reviewing a host of quality of life issues as they review their recruiting problems. Kirby said Austin does not want to dictate any military-wide recruiting mandates, given the individual needs of the services, but is looking to see where department officials can offer more help.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers are expected to release their initial drafts of the fiscal 2023 defense authorization bill in coming weeks.
