{"id":73973,"date":"2023-06-25T14:14:36","date_gmt":"2023-06-25T14:14:36","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2023\/06\/25\/russian-troops-withdraw-from-moscow-after-mercenary-revolt-ends\/"},"modified":"2026-08-08T15:11:14","modified_gmt":"2026-08-08T15:11:14","slug":"russian-troops-withdraw-from-moscow-after-mercenary-revolt-ends","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/flashpoints\/2023\/06\/25\/russian-troops-withdraw-from-moscow-after-mercenary-revolt-ends\/","title":{"rendered":"Russian troops withdraw from Moscow after mercenary revolt ends"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A&nbsp;<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/06\/24\/russia-says-rebel-wagner-chief-will-move-to-belarus-fighters-pardoned\/\" target=\"_blank\">short-lived revolt<\/a>&nbsp;by a rebellious Russian mercenary commander ended with his troops beating a retreat, but the extraordinary challenge to President Vladimir Putin\u2019s two-decade hold on power could have long-term consequences for his rule and his war in Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Putin\u2019s image as a tough leader had already been badly bruised by the&nbsp;<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/\" target=\"_blank\">Ukraine war<\/a>, which has dragged on for 16 months and claimed huge numbers of Russian troops. Saturday\u2019s march toward Moscow by forces under the command of his onetime protege, Yevgeny Prigozhin, exposed further weaknesses, analysts said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also meant some of the best forces fighting for Russia in Ukraine were pulled from that battlefield: Prigozhin\u2019s own Wagner troops and Chechen ones sent to stop them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After calling for an armed rebellion aimed at ousting Russia\u2019s defense minister, Prigozhin and his fighters appeared to seize control of the Russian military headquarters in Rostov-on-Don that oversee fighting in Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They then advanced towards Moscow largely unhindered. Russian media reported that they downed several helicopters and a military communications plane. The Defense Ministry has not commented.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2023\/06\/24\/russia-says-rebel-wagner-chief-will-move-to-belarus-fighters-pardoned\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP23175782763608.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Russia says rebel Wagner chief will move to Belarus, all pardoned<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The charges against Yevgeny Prigozhin for mounting an armed rebellion will be dropped and the troops who joined him also will not be prosecuted.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">They were halted only by a deal to send Prigozhin to neighboring Belarus, which has supported Russia\u2019s invasion of Ukraine. (AP Photo)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Prigozhin, who sent out a series of audio and video updates during his revolt, has gone silent since the Kremlin announced the deal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s not clear if he\u2019s in Belarus yet or whether any of his Wagner troops would follow him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to questions from The Associated Press, Prigozhin\u2019s press office replied that he could not reply immediately but \u201cwill answer the questions when he gets a normal connection.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Video taken by The Associated Press in Rostov-on-Don showed people cheering Wagner troops as they departed. Some ran to shake hands with Prigozhin, who was riding in an SUV.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The regional governor later said that all of the troops had left the city. Russian news agencies also reported that Lipetsk authorities confirmed Wagner forces had left that region, which sits on the road to Moscow from Rostov.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moscow had braced for the arrival of the Wagner forces by erecting checkpoints with armored vehicles and troops on the city\u2019s southern edge. About 3,000 Chechen soldiers were pulled from fighting in Ukraine and rushed there early Saturday, state television in Chechnya reported. Russian troops armed with machine guns put up checkpoints on Moscow\u2019s southern outskirts. Crews dug up sections of highways to slow the march.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By Sunday afternoon, the troops had withdrawn from the capital, and people swarmed the streets and flocked to cafes. Traffic returned to normal and roadblocks and checkpoints were removed, but Red Square remained close to visitors. On highways leading to Moscow, crews repaired roads ripped up just hours earlier in panic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anchors on state-controlled television stations cast the deal ending the crisis as a show of Putin\u2019s wisdom and aired footage of Wagner troops retreating from Rostov-on-Don to the relief of local residents who feared a bloody battle for control of the city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People there who were interviewed by Channel 1 hailed Putin\u2019s role.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the U.S.-based Institute for the Study of War warned that \u201cthe Kremlin now faces a deeply unstable equilibrium.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cdeal is a short-term fix, not a long-term solution,\u201d wrote the institute, which has tracked the war in Ukraine from the beginning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/apnews.com\/article\/putin-russia-ukraine-war-prigozhin-infighting-0e051f0a43522f57ef1810a8b03f6e62\" target=\"_blank\">Prigozhin had demanded the ouster of Defense Minister Sergei Shoigu<\/a>, whom Prigozhin has long criticized in withering terms for his conduct of&nbsp;<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/\" target=\"_blank\">the war in Ukraine<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. had intelligence that Prigozhin had been building up his forces near the border with Russia for some time. That conflicts with Prigozhin\u2019s claim that his rebellion was a response to an attack on his camps in Ukraine on Friday by the Russian military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In announcing the rebellion, Prigozhin accused Russian forces of targeting the Wagner camps in Ukraine with rockets, helicopter gunships and artillery. He alleged that Gen. Valery Gerasimov, chief of the General Staff, ordered the attacks following a meeting with Shoigu in which they decided to destroy the military contractor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Ministry denied attacking the camps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congressional leaders were briefed on the Wagner buildup earlier last week, a person familiar with the matter said. The person was not authorized to speak publicly and spoke to The Associated Press on the condition of anonymity. The U.S. intelligence briefing was first reported by CNN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A possible motivation for Prigozhin\u2019s rebellion was the Russian Defense Ministry\u2019s demand, which Putin backed, that private companies sign contracts with it by July 1. Prigozhin had refused to do it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukrainians hoped the Russian infighting would create opportunities for their army to take back territory seized by Russian forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese events will have been of great comfort to the Ukrainian government and the military,\u201d said Ben Barry, senior fellow for land warfare at the International Institute for Strategic Studies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wagner troops have played a crucial role in the Ukraine war, capturing the eastern city of Bakhmut, an area where the bloodiest and longest battles have taken place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Kremlin\u2019s offer of amnesty to Prigozhin was negotiated by Belarusian President Alexander Lukashenko, which might have raised his stature in his relationship with Putin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 62-year-old Prigozhin, a former convict, has longstanding ties to Putin and won lucrative Kremlin catering contracts that earned him the nickname \u201cPutin\u2019s chef.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2023\/01\/20\/treasury-designates-wagner-group-a-transnational-criminal-organization\/\" target=\"_blank\">Wagner<\/a> has sent military
