The new legislation would set aside $10 million annually for nonprofit groups who have trained the dogs and handlers to work with veterans seeking their services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis bill will allow more veterans who are struggling with the invisible wounds of war to receive service dogs that could ultimately save their lives,\u201d <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/04\/27\/sluggish-military-recruiting-worries-congress\/\" target=\"_blank\">Sen. Thom Tillis,<\/a> R-N.C., a member of the Senate Veterans\u2019 Affairs Committee and one of the sponsors of the measure, said in a statement. \u201cWe must repay the debt to the men and women who served our country.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2022\/08\/14\/service-dog-helps-ease-army-veterans-anxiety\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/07\/AP22223772505728.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Service dog helps ease Army veteran\u2019s anxiety<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Army veteran Joe Nieves\u2019 service dog Jem is specially trained to help veterans with post-traumatic stress disorder.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Under the plan \u2014 which still must survive Senate and House debate before becoming law \u2014 the Department of Veterans Affairs would administer the new program, which echoes past service dog efforts managed through the Department of Defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Groups who are accredited to train and work with service dogs could apply for grants to cover the costs of preparing the canines, preparing the veterans, and providing ongoing support to both after they are matched.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.research.va.gov\/REPORT-Study-of-Costs-and-Benefits-Associated-with-the-Use-of-Service-Dogs-Monograph1.pdf\" target=\"_blank\">Past research from the Department of Veterans Affairs<\/a> has shown that service dogs can help reduce the frequency and severity of PTSD symptoms among veterans. In 2021, lawmakers approved plans for a five-year pilot program to provide canine training to veterans diagnosed with post-traumatic stress disorder in an effort to provide alternative treatments for individuals suffering from that condition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But advocacy groups say the rules governing that legislation were severely limiting, and thus far have linked only a small number of veterans and dogs. The new proposal looks to push the idea further, using existing infrastructure in the community to help push the efforts ahead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cService dogs have a proven track record of providing life-saving assistance to veterans,\u201d said Carl Cricco, CEO of the nonprofit K9s For Warriors. \u201dThe SAVES Act will ultimately put more service dogs in the hands of veterans in critical need, allowing them to regain their independence and reintegrate into civilian life.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the past programs were only open to veterans with PTSD, the new proposal would make eligible veterans with any disabilities recognized by VA, potentially opening the program up to thousands of additional individuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee hearings on the measure are expected next month. Along with Tillis, Sens.
