{"id":74557,"date":"2023-11-12T15:35:40","date_gmt":"2023-11-12T15:35:40","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2023\/11\/12\/chinese-ships-chase-philippine-vessels-in-south-china-sea\/"},"modified":"2026-08-08T15:57:14","modified_gmt":"2026-08-08T15:57:14","slug":"chinese-ships-chase-philippine-vessels-in-south-china-sea","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/flashpoints\/2023\/11\/12\/chinese-ships-chase-philippine-vessels-in-south-china-sea\/","title":{"rendered":"Chinese ships chase Philippine vessels in South China Sea"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ABOARD THE BRP CABRA \u2014 As a U.S. Navy surveillance plane flew in circles, keeping a close watch, dozens of Chinese coast guard and accompanying ships chased and encircled Philippine vessels in the latest confrontation in one of the most dangerous flashpoints in the South China Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the height of Friday\u2019s four-hour faceoff in the high seas, a Chinese coast guard ship blasted a water cannon toward a Philippine motorboat delivering food and other supplies to Filipino forces on a marooned, rusting warship that serves as the country\u2019s fragile territorial outpost at Second Thomas Shoal.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2023\/10\/23\/us-warns-it-will-defend-philippines-after-chinese-vessels-incidents\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"170\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP23295182810422.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US warns it will defend Philippines after Chinese vessels incidents<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. renewed a warning that it would defend the Philippines after Chinese ships blocked and collided with two Filipino vessels in the South China Sea.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">China has steadfastly stood by its claim to virtually the entire strategic waterway,&nbsp;<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/04\/12\/china-warns-as-us-philippines-stage-combat-drills\/\" target=\"_blank\">clashing with its smaller neighbors<\/a>&nbsp;and drawing in the United States, Manila\u2019s treaty ally and China\u2019s main rival in the Asia-Pacific region.&nbsp;<a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2023\/11\/02\/uss-ronald-reagan-pulls-into-the-philippines-amidst-tension-with-china\/\" target=\"_blank\">Washington and its allies<\/a>&nbsp;have deployed navy ships and fighter aircraft to&nbsp;<a href=\"https:\/\/apnews.com\/article\/japan-us-philippines-china-aircraft-carrier-512ef98a1cf43276538ebb22250e60c5\" target=\"_blank\">promote freedom of navigation and overflight,<\/a>&nbsp;build up deterrence and reassure allies like the Philippines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are fears that the recurring confrontations at Second Thomas Shoal, which lies within the U.N.-sanctioned Philippine exclusive economic zone but is claimed by China and surrounded by its flotilla, could ignite an armed conflict pitting the U.S. against China. Philippine officials said Saturday they would never take any step that could ignite a larger conflict but would not be deterred in defending the country\u2019s sovereign rights in the South China Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the Chinese blockades and coercive maneuvers, the Philippine contingent managed to deliver supplies to the handful of Filipino marines aboard the BRP Sierra Madre and left without incident. The slightly listing Philippine warship, donated by the U.S., has been crumbling with age but is still actively commissioned, meaning an armed attack would be considered by Manila as an act of war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two Associated Press journalists and several other members of the media who were invited on board three Philippine coast guard ships securing two supply boats witnessed the dangerous cat-and-mouse maneuvers in rough waves. It\u2019s part of a shame campaign Philippine officials said they would press on to expose China\u2019s growing aggression in one of the world\u2019s most important trade routes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Filipino forces would continue to adhere to the rule of law and would not be provoked by China\u2019s strong-arm tactics, Philippine coast guard Commodore Tarriela said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRegardless how dangerous the maneuver that they\u2019re going to throw at us, whether they use water cannon, whether they use military-grade laser, we are not going to allow them to make Philippine coast guard personnel on board our vessels to escalate the tensions,\u201d Tarriela said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At least 38 Chinese ships were spotted in Second Thomas Shoal\u2019s vicinity on Friday, including a Chinese navy fast assault craft and a hospital ship, the Philippine coast guard said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the Philippine coast guard ships, the BRP Cabra, was surrounded five times by the Chinese coast guard and other ships, but managed each time to move away until it was hemmed in near the shoal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe grow more confident each time we steer past through the Chinese blockades,\u201d the Cabra\u2019s commander, Emmanuel Dangate, told AP. \u201cWe feel all the more the need by all to follow the international regulations to prevent collisions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The campaign to expose China\u2019s aggression at sea would continue, Tarriela said in a news conference, where photographs, video and drone shots of Friday\u2019s confrontations were shown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI believe that our effort in transparency initiative has been very successful in rallying support from the international community to condemn the illegal actions of China and to make the Filipino people aware of what\u2019s happening,\u201d Tarriela said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Washington reacted to Friday\u2019s confrontation by repeating that it stands with its oldest ally in Asia \u201cin the face of the People\u2019s Republic of China\u2019s repeated harassment in the South China Sea.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. State Department renewed a warning that Washington is obligated to defend the Philippines under a 1951 Mutual Defense Treaty if Filipino forces, public vessels or aircraft, including those of its coast guard \u201cface an armed attack \u201canywhere in the South China Sea.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe PRC\u2019s actions are inconsistent with international law and follow a pattern of dangerous operational behavior in the South China Sea,\u201d the State Department said in a statement. It cited a 2016 international arbitration decision that invalidated China\u2019s expansive claims to the waterway on historic grounds, including Second Thomas Shoal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China refused to participate in the arbitration, which was brought up by the Philippines in 2013, after Chinese ships took control and surrounded another disputed area, Scarborough Shoal. Beijing dismissed the 2016 ruling as a sham and continues to defy it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Philippine government task force said Friday that vessels belonging to China\u2019s coast guard and its paramilitary maritime militia \u201crecklessly harassed, blocked and executed dangerous maneuvers in another attempt to illegally impede or obstruct a routine resupply and rotation mission.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China\u2019s coast guard said it \u201cfollowed the Philippines ships in accordance with the law, taking necessary control measures, and made temporary special arrangements for the Philippines side to transport food and other daily necessities,\u201d spokesperson Gan Yu said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It urged the Philippines to stop actions that infringe upon China\u2019s rights and said China would continue to uphold its national sovereignty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cChina urges the Philippine side to immediately stop making trouble and provocation at sea and to tow away the illegal grounded vessel as soon as possible,\u201d Chinese Foreign Ministry spokesperson said at a briefing in Beijing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China and the Association of Southeast Asian Nations, a 10-nation bloc that includes the Philippines, have stepped up efforts to&nbsp;<a href=\"https:\/\/apnews.com\/article\/south-china-sea-china-philippines-405fc050824c7828a484805347d997cf\" target=\"_blank\">hasten negotiations for a nonaggression pact<\/a>&nbsp;called a code of conduct that aims to prevent war from breaking out in the South China Sea. But the skirmishes at Second Thomas Shoal would likely continue on a regular basis with Chinese ships, including its navy, surrounding the shoal and the Philippines vowing to defend it at all cost and keep its forces there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month,&nbsp;<a href=\"https:\/\/apnews.com\/article\/south-china-sea-philippines-second-thomas-shoal-64d4fad7bb42b44f991df183fb39fe1d\" target=\"_blank\">a Chinese coast guard ship and another vessel<\/a>&nbsp;blocked then collided with a Philippine coast guard ship and a military-run supply boat near the shoal.
