{"id":74695,"date":"2022-12-29T16:21:15","date_gmt":"2022-12-29T16:21:15","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2022\/12\/29\/va-to-get-new-authority-over-education-benefits-for-future-emergencies\/"},"modified":"2026-08-08T14:21:46","modified_gmt":"2026-08-08T14:21:46","slug":"va-to-get-new-authority-over-education-benefits-for-future-emergencies","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/education-transition\/2022\/12\/29\/va-to-get-new-authority-over-education-benefits-for-future-emergencies\/","title":{"rendered":"VA to get new authority over education benefits for future emergencies"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Congress finalized plans to grant Veterans Affairs officials <a href=\"https:\/\/www.militarytimes.com\/education-transition\/2022\/06\/06\/plan-would-give-va-more-power-to-protect-gi-bill-benefits-in-future-national-emergencies\/\" target=\"_blank\">emergency authorities over education benefits<\/a> in the event of a future pandemic or national crisis, to ensure student veterans\u2019 classes won\u2019t be disrupted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House lawmakers introduced the proposal last summer in recognition of \u201cgaps\u201d that appeared in <a href=\"https:\/\/www.militarytimes.com\/education-transition\/2021\/03\/19\/montgomery-or-post-911-which-gi-bill-is-right-for-you\/\" target=\"_blank\">GI Bill benefits<\/a> at the start of the <a href=\"https:\/\/www.militarytimes.com\/news\/coronavirus\/\" target=\"_blank\">COVID-19 pandemic<\/a> in America in spring 2020. The measure was approved by the Senate on Dec. 20 and finalized by the House on Dec. 22.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main issue is how VA education benefits are paid out to students who attend college classes remotely, rather than in-person.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/education-transition\/2022\/12\/21\/gi-bill-fix-for-vets-enrolled-in-defunct-schools-heads-to-white-house\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1607051_JH_133_VMA.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">GI Bill fix for vets enrolled in defunct schools heads to White House<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The changes will make clear just how much education benefits those students have remaining.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Students using the Post-9\/11 GI Bill \u2014 the most popular veterans education benefit \u2014 receive money for tuition as well as a monthly housing stipend. Individuals enrolled in traditional in-person classes receive the full financial benefit, while students in online-only classes are granted just half of that housing stipend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The difference between half of a housing stipend and the full payout can range from a few hundred dollars to nearly $2,000, since the payouts depend on the location of the student and school.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the coronavirus pandemic forced colleges to shift courses from physical classrooms to internet meeting rooms in spring 2020, nearly all students were reclassified as online-only, triggering a reduction in their housing benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That prompted a flurry of legislative activity, with lawmakers including new authorities for the VA secretary in a series of emergency pandemic bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They included the ability to adjust housing payouts, work-study programs and other facets of the education benefits. VA officials credited them with preventing hardship for more than 60,000 students over the last few years.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/education-transition\/2022\/12\/19\/montgomery-or-post-911-which-gi-bill-is-right-for-you\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/2358105.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Know the difference between Montgomery, post-9\/11 GI Bills before 2023<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Understanding eligibility requirements for GI Bill benefits can be tricky.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But those authorities expired last June, after most colleges and universities had resumed normal operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new bill allows for similar moves by VA officials in the future \u201cif an individual is negatively affected by an emergency situation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such a move would require a declaration by the president that the country faces a national emergency, or a similar legal determination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans groups have voiced support for the measure as a way to ensure VA officials can more quickly help students and their families in the future.
