{"id":75363,"date":"2023-01-31T20:17:54","date_gmt":"2023-01-31T20:17:54","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2023\/01\/31\/lawmakers-demand-fixes-in-va-health-records-before-any-more-rollouts\/"},"modified":"2026-08-08T14:26:11","modified_gmt":"2026-08-08T14:26:11","slug":"lawmakers-demand-fixes-in-va-health-records-before-any-more-rollouts","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/veterans\/2023\/01\/31\/lawmakers-demand-fixes-in-va-health-records-before-any-more-rollouts\/","title":{"rendered":"Lawmakers demand fixes in VA health records before any more rollouts"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/06\/23\/setbacks-with-new-health-records-system-have-shaken-va-secretary\/\" target=\"_blank\">Veterans Affairs leaders<\/a> would be blocked from deploying the department\u2019s <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/09\/21\/stress-over-vas-new-health-records-is-causing-staffers-to-leave\/\" target=\"_blank\">new electronic health records system<\/a> at any additional medical centers until significant safeguards are put in place, under legislation introduced Tuesday by House Republicans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[The system] has crippled the delivery of care, put veteran patient safety at risk, and stressed an already overwhelmed healthcare system,\u201d <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/01\/27\/high-turnover-on-house-veterans-affairs-committee-again-this-session\/\" target=\"_blank\">House Veterans\u2019 Affairs Committee<\/a> Chairman Mike Bost, R-Ill., said in a statement accompanying the unveiling of the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile I commend the [VA] secretary for pausing deployment of the new electronic health record at future sites, I am not confident that will be enough.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/10\/13\/va-delays-health-record-rollout-again-this-time-until-summer-2023\/\" target=\"_blank\">Last October,<\/a> VA leaders announced that all future deployments of the Oracle Cerner records platform would be delayed until at least June 2023 \u201cto address challenges with the system and make sure it is functioning optimally for veterans and for VA health care personnel.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2022\/09\/21\/stress-over-vas-new-health-records-is-causing-staffers-to-leave\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"215\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Electronic-health-records-DVIDS.6595521.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Stress over VA\u2019s new health records is causing staffers to leave<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">VA leaders expressed major concerns about where the records modernization project currently stands.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Earlier on Tuesday, VA Secretary Denis McDonough told reporters he had no update on when that software rollout might proceed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI feel the frustration that it has not been rolled out more quickly and efficiently,\u201d he said. \u201cBut we owe it to our vets to get them that modern health record, and we owe it to the American taxpayer \u2026 to do this in a way that\u2019s sustainable over time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 10-year, $16 billion records overhaul was put in motion by President Donald Trump in 2017 and was meant to bring veterans\u2019 health records in line with military files. In the past, the two agencies used separate records systems with intermediary programs to transfer data between them, causing information issues for patients and physicians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the deployment of the new records system has featured numerous setbacks. In spring 2022, an inspector general report found that at least 148 veterans were harmed by medical record mistakes and shortfalls after the system was implemented at initial sites in Washington state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, researchers found the system failed to deliver more than 11,000 orders for specialty care, lab work and other services, all without alerting health care providers the orders had been lost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problems have prompted questions in Congress \u2014 particularly among Republican lawmakers \u2014 about whether the project should be abandoned. Both McDonough and officials from Oracle Cerner have said they are committed to making the system work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have a particular need here for the health record,\u201d McDonough said. \u201cWe want to be in a position on a modern electronic health record where we can easily access a service member\u2019s record, going back through all of her years in active duty. Our ability to be able to do that with the Defense Department is extraordinarily important.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2022\/11\/16\/did-vas-health-records-problems-cause-two-patient-deaths-in-ohio\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6310214662_dac7db2130_o.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Did VA\u2019s health records problems cause two patient deaths in Ohio?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Republican lawmakers want more details on the deaths and assurances that the new VA records system won&#039;t cause more harm.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The new legislation mandates that before the software is installed at any new VA sites, each VA medical center director, chief of staff, and network director would be required to \u201ccertify that the [records] system has been correctly configured for the site \u2026 and it would not negatively impact safety, quality, or current wait times.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, VA and Oracle Cerner would be required to provide evidence that the system has overcome numerous glitches and run-time issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, The Spokesman-Review in Spokane, Washington, reported that VA hospitals using the records system suffered major slowdowns after an update to the software caused \u201cperformance degradation.\u201d Similar problems have occurred numerous times in recent months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Oracle Cerner electronic health record is deeply flawed, causing issues for medical staff and posing patient safety risks,\u201d said Rep. Matt Rosendale, R-Mont., chairman of the veterans\u2019 committee\u2019s panel on technology, in a statement. \u201cWe cannot continue to further implement this inadequate system at the expense of billions of dollars in government funding.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Veterans\u2019 Affairs Committee members are expected to review the bill in coming weeks. No timeline has been announced for when the measure could be passed out of committee or voted on by the full chamber.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>New legislation would block
