{"id":75775,"date":"2024-01-23T17:33:30","date_gmt":"2024-01-23T17:33:30","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2024\/01\/23\/50m-improperly-spent-on-dod-credit-cards-during-covid-pandemic\/"},"modified":"2026-08-08T16:06:29","modified_gmt":"2026-08-08T16:06:29","slug":"50m-improperly-spent-on-dod-credit-cards-during-covid-pandemic","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2024\/01\/23\/50m-improperly-spent-on-dod-credit-cards-during-covid-pandemic\/","title":{"rendered":"$50M+ improperly spent on DOD credit cards during COVID pandemic"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The COVID-19 pandemic forced units and offices throughout the Defense Department to stock up on a range of supplies, from disposable masks to gloves and disinfectant, all of which could be purchased with a government-issued credit card and paid off by the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But <a href=\"https:\/\/media.defense.gov\/2024\/Jan\/18\/2003378248\/-1\/-1\/1\/DODIG-2024-045%20SECURE.PDF\" target=\"_blank\">a DOD Inspector General review<\/a> of more than 100,000 government purchase card transactions made from March 2020 to January 2022 reveals that roughly $54 million in purchases didn\u2019t align with COVID-19 necessities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is nearly 40% of the $242 million spent on such needs, according to the IG report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another $52 million, in purchases wasn\u2019t properly documented, and the IG was unable to verify what the cardholders actually bought.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe audit determined that DOD [government purchase card] program officials did not conduct the required oversight to identify and correct improper or unsupported purchases by cardholders for the DOD\u2019s response to COVID-19,\u201d Robert Storch, the Pentagon\u2019s inspector general, said in a Jan. 17 release accompanying the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House\u2019s declaration of a national emergency freed up millions of dollars to be spent on pandemic response, but the IG\u2019s report concluded that a large chunk of what DOD spent during that time was paid for with emergency funds despite the purchases having nothing to do with the pandemic.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/coronavirus\/2020\/10\/03\/prison-guards-living-in-jail-and-cos-not-allowing-telework-inside-the-militarys-coronavirus-complaints\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/200827-F-YQ806-0123C.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Prison guards living in jail and COs not allowing telework: Inside the military\u2019s coronavirus complaints<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Hundreds of pages worth of complaints sent to the Defense Department Inspector General this spring showcase COVID-19 fears and frustrations in the force.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In one example, an Army cardholder spent $2,000 on a plumber to investigate a sinkhole, then coded the purchase as \u201cCOVID-19.\u201d The official who then signed off on the expense didn\u2019t correct the coding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In another, an Air Force cardholder spent $540 on internet service. When questioned, the command blamed \u201coversight error and high turnover rate at the location,\u201d according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The erroneously coded transactions weren\u2019t corrected, according to the report, because the officials charged with reviewing transactions didn\u2019t do their jobs, despite existing guidelines requiring such reviews within 60 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAddressing these issues is crucial to maintaining accountability, transparency, and the effective use of taxpayer resources in the response to COVID-19 and any future pandemics,\u201d Storch said in the release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked about their review practices, the Army said there was confusion about the requirements, the Navy gave conflicting versions of their practices and the Air Force said they aren\u2019t required to document or report up the results of their reviews.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The head of Defense Pricing and Contracting agreed that $52 million had gone undocumented, but denied that the other $53 million was improperly spent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHowever, we concluded that the expenditure of funds were not necessary or reasonable for the intended and reported purpose (DoD\u2019s COVID-19 response) and, therefore, met the definition of a questioned cost,\u201d according to the report, adding that the official provide a response to the IG addressing the issue directly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IG recommended that the Government Purchase Card program not only \u201cre-emphasize\u201d the importance of documenting payment, but also create a process that will at least semiannually review purchases made in the name of a contingency operation, as well as create new oversight rules for the program in general.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of
