Elizabeth Warren, D-Mass., and Sen. Richard Blumenthal, D-Conn., sent Defense Secretary Lloyd Austin a letter Wednesday seeking answers about whether Military Health System Genesis \u2014 a medical records platform that the military first used for screening recruits last year \u2014 has slowed the recruitment process by forcing qualified applicants to secure medical waivers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile some of these flags merit review, the system is also delaying enlistees with manageable or long-healed injuries,\u201d the letter states. \u201cThis may delay recruits\u2019 enlistment processes if medical conditions require applicants to obtain medical waivers, which can take weeks or even months to be completed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter cites <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/04\/10\/the-genesis-of-todays-recruiting-crisis\/\" target=\"_blank\">a Military Times report<\/a> this spring in which recruiters from across the services alleged Genesis was making it harder to fill the ranks as the military struggles to meet its recruiting targets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These shortfalls are expected to leave the Army, Navy and Air Force well short of their recruiting goals when the fiscal year ends Sept. 30.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2023\/04\/10\/the-genesis-of-todays-recruiting-crisis\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Air-Recruiting_Marine.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The \u2018Genesis\u2019 of today\u2019s recruiting crisis<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Leaders blame various factors for the recruiting crisis. But some recruiters on the front lines say one big cause is missing from the conversation.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is essential that recruits are healthy enough to enlist in the military,\u201d the Senate Armed Services Committee members wrote. \u201cHowever, DoD needs to examine the steps it is taking to ensure that the process of enlisting and obtaining waivers does not impede the recruitment process.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Genesis has complicated recruiting because, when applicants try to join, the system pulls all their health records, often unearthing medical conditions that require them to seek waivers or that disqualify them entirely, recruiters said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of these conditions may have healed long ago and have no bearing on applicants\u2019 potential to serve, according to recruiters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the enlistment process stretches out, some young people lose interest in serving, recruiters said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt comes to the point where they\u2019re like, \u2018This is too much work, I\u2019m just gonna go apply at Starbucks,\u2019\u201d a Navy recruiter told Military Times earlier this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Pentagon watchdog report from May confirmed that medical waiver processing times had grown across the services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Warren and Blumenthal\u2019s letter cites the chief of naval personnel, Vice Adm. Rick Cheeseman, reporting that the time between first interview and contract for Navy applicants rose from 33.8 days to 63.4 days after Genesis was put in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even after making some fixes, the processing time for prospective sailors was still at 59.9 days, according to the letter. The Navy is working with the Center for Naval Analyses \u201cto better understand the root cause of these delays,\u201d according to the senators\u2019 letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe urge the other services to also evaluate these delays and implement policy changes as soon as possible to address these inefficiencies,\u201d the senators wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maj. Gen. Edward Thomas, the head of Air Force Recruiting Service, said in February that the congressionally mandated Genesis system \u201cwasn\u2019t ready for deployment in recruiting.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2023\/04\/10\/need-for-accession-waivers-soars-amid-historic-recruiting-challenges\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Air-Recruiting_Navy.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Need for accession waivers soars amid historic recruiting challenges<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">At least 1 in every 6 military recruits were given waivers to enter service in fiscal 2022.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Warren and Blumenthal\u2019s letter also cites <a href=\"https:\/\/www.militarytimes.com\/news\/your-air-force\/2023\/04\/10\/need-for-accession-waivers-soars-amid-historic-recruiting-challenges\/\" target=\"_blank\">Military Times reporting showing that the number of applicants seeking waivers has soared<\/a>, though the Pentagon\u2019s data was inconsistent with that of the services and the Army refused to provide data.<a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/07\/18\/numbers-game-inside-the-armys-end-strength-scramble\/\" target=\"_blank\"> Army Times reporting<\/a> revealed the branch mobilized Reserve doctors to get through a medical waiver backlog.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The senators requested data on processing delays and waivers, and asked what steps the military is taking to evaluate changes to what disqualifies applicants from service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense Department officials said this spring that Genesis does not reduce the population of qualified applicants \u2014 it just confirms their physical and mental readiness to serve. Officials did not answer questions regarding whether they believed Genesis had played a role in the current recruiting crisis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Wednesday\u2019s letter, the senators also sought answers regarding how DoD protects the private patient records in Genesis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Genesis system is based on a product by Cerner, which Oracle acquired in June 2022. In its role as a broker of online data, Oracle has come under scrutiny for alleged violations of people\u2019s privacy, the senators wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Warren and Blumenthal also raised concerns that service members and their families may need to provide <a href=\"https:\/\/www.military.com\/daily-news\/2023\/04\/13\/you-now-need-credit-card-most-cases-get-access-dod-va-benefits-websites.html\" target=\"_blank\">a credit card number<\/a> to log on to the system, potentially creating a barrier to access.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recruiters previously told Military Times that one way Genesis hampered recruiting is by making it harder for applicants to downplay medical conditions. It used to be that applicants could get into the military by fudging aspects of their self-reported medical histories, recruiters said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link new soldiers in less than 11 weeks.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cNow that Genesis exists, we can no longer hide things,\u201d one Marine recruiter told Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter from Warren and Blumenthal didn\u2019t address that aspect of Genesis\u2019 reported effect on recruiting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The senators requested answers from Austin\u2019s office by Oct. 11.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Office of the Secretary for
