{"id":76397,"date":"2023-08-10T16:01:38","date_gmt":"2023-08-10T16:01:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2023\/08\/10\/important-pact-act-deadline-extended-amid-tech-issues\/"},"modified":"2026-08-08T15:18:49","modified_gmt":"2026-08-08T15:18:49","slug":"important-pact-act-deadline-extended-amid-tech-issues","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2023\/08\/10\/important-pact-act-deadline-extended-amid-tech-issues\/","title":{"rendered":"Important PACT Act deadline extended amid tech issues"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Department of Veterans Affairs extended a deadline for payouts linked to legislation aimed at helping veterans who were exposed to toxic substances during their military service after technical issues complicated the application process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Promise to Address Comprehensive Toxics Act \u2014 better known as the PACT Act \u2014 was signed by President Joe Biden on Aug. 10, 2022, broadening VA health care benefits to veterans exposed to burn pits and other toxic substances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans and survivors now have through 11:59 p.m. Eastern Time on Monday, Aug. 14, to file \u2014 or submit an \u201cintent to file\u201d \u2014 to be eligible to have their benefits backdated a year to when the bill was signed. After that date, applicants will only be eligible to receive payouts back to their date of filing. Veterans can sign up for PACT Act benefits <a href=\"https:\/\/www.va.gov\/resources\/the-pact-act-and-your-va-benefits\/\" target=\"_blank\">here<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While there is no deadline to apply for future claims, applicants were originally given a submission deadline of Aug. 9 to receive the backdated payouts. The high volume of applications caused many submitting their intent to file to receive a website error message.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2023\/08\/09\/officials-urge-vets-to-apply-for-pact-act-benefits-despite-tech-issues\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"195\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/mcdonough-event.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Officials urge vets to apply for PACT Act benefits despite tech issues<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A year after a bill was signed to help vets exposed to toxic substances during service, officials are urging vets to apply for payouts before the deadline.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cDespite these messages, VA has successfully logged every one of these intents to file \u2014 meaning that every Veteran or survivor who has received an error message while applying for PACT Act benefits can consider their intent to file complete,\u201d the department said in a release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are working to contact these individuals to confirm directly to them that their intent to file will be honored and their effective date protected. Most importantly, no Veteran or survivor will miss out on a single day of benefits due to this issue.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Less than one-tenth of one percent of attempts to submit an \u201cintent to file\u201d on Aug. 9 resulted in an error message by that evening, the department said, down from about 18% the day before.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers on Capitol Hill, however, are still calling for the VA to find out what went wrong and asking for assurance that similar incidents do not occur in the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt cannot be minimized how disruptions like this can be stressful for veterans and their survivors,\u201d Rep. Mark Takano, D-Calif., the ranking member of the House Veterans\u2019 Affairs Committee, said in a statement. \u201cWhile it is great news that thousands of veterans are filing for their PACT Act benefits ahead of the deadline, it is disappointing that VA had yet another IT problem that has confused and frustrated veterans.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA has received about 843,000 disability claims under the PACT Act and processed almost 460,000, <a href=\"https:\/\/news.va.gov\/press-room\/one-year-of-pact-act-a-historic-expansion-of-benefits-and-health-care-for-veterans-and-their-survivors\/\" target=\"_blank\">the department said in a release<\/a>, adding that it has delivered more than $1.85 billion in earned PACT Act-related benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden is expected to mark the anniversary of signing the PACT Act into law Thursday in Salt Lake City, Utah, <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/08\/06\/veterans-see-historic-expansion-of-benefits-for-toxic-exposure\/\" target=\"_blank\">The Associated Press reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans or their family members can get information about PACT Act benefits by <a
