The plan passed despite objections from some Republicans who wanted some federal spending trims and language requiring additional verification of voters\u2019 citizenship.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2024\/09\/19\/congress-approves-3b-lifeline-to-prevent-delay-in-vet-benefits\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"197\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19194634544794.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Congress approves $3B lifeline to prevent delay in vet benefits<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">VA officials had warned that without the money, some disability benefits payouts could have been disrupted in the next few weeks.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The stopgap includes an additional $231 million to boost Secret Service operations amid the ongoing presidential campaigns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without a budget extension, military paychecks could have been halted in October and nonessential activities canceled due to lack of funding. Those concerns of a partial government shutdown are now moot, at least until late December.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But military leaders in recent weeks warned that any budget extension will have an impact on fiscal 2025 defense spending, because officials cannot begin new programs or procurement lines without a full-year budget plan in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAsking the department to compete with (China), let alone manage conflicts in Europe and the Middle East, while under a lengthy continuing resolution, ties our hands behind our back while expecting us to be agile and to accelerate progress,\u201d Defense Secretary Lloyd Austin wrote in a letter to congressional leaders Sept. 7.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have already lost valuable time, having operated under 48 continuing resolutions, for a total of almost five years, since 2011,\u201d Austin wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, Army Secretary Christine Wormuth warned in a similar letter to lawmakers that a six-month budget extension would have delayed construction projects, munitions purchases, recruiting efforts and a host of other national security priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The shorter extension will have a lesser impact, but Wormuth warned that any delay in getting a full-year budget will lead to \u201cthe Army\u2019s inability to start new programs or realign funds to match emerging needs (which) would reduce our purchasing power and create meaningful cost as well as schedule risk in Army programs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Per previous agreements negotiated between the White House and congressional leaders,
