Elizabeth Warren, D-Mass., in a letter Sunday to Defense Secretary Pete Hegseth. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Warren is one of a number of lawmakers who have <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/05\/01\/privatized-housing-system-leaves-military-families-lost-warren-charges\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/05\/01\/privatized-housing-system-leaves-military-families-lost-warren-charges\/\">worked for years<\/a> on efforts to improve housing for military families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Michaels Organization, in partnership with the U.S. Army, began <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2025\/09\/08\/fort-irwin-breaks-ground-on-first-privatized-junior-enlisted-barracks\/\" target=\"_self\" rel=\"\" title=\"https:\/\/www.armytimes.com\/news\/your-army\/2025\/09\/08\/fort-irwin-breaks-ground-on-first-privatized-junior-enlisted-barracks\/\">construction at Fort Irwin<\/a>, California, earlier this month to replace existing barracks with 276 modern apartment units, designed to house 545 service members. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army already has some privatized barracks complexes at other installations, and the service is looking to expand the type of project ongoing at Fort Irwin to other locations. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2025\/09\/08\/fort-irwin-breaks-ground-on-first-privatized-junior-enlisted-barracks\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/250410_FortIrwin_Renderings_Final-1.pdf-image-002.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Fort Irwin breaks ground on first privatized junior enlisted barracks<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The project will feature two-bedroom, two-bathroom units with shared kitchens, plus community amenities, including a pool and clubhouse with TVs.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Warren, who is ranking member of the military personnel panel of the Senate Armed Services Committee, noted a unique consideration regarding barracks privatization. She asked questions about whether commanders would continue to have the authority to conduct health and welfare inspections, and whether commanders would have legal authority to conduct probable-cause searches under military law. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf DOD moves to privatize barracks, it must ensure that commanders remain equipped to fulfill their duty to oversee and protect their troops,\u201d Warren wrote. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Barracks conditions across the service branches have long been an issue. Auditors with the Government Accountability Office have said the <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/09\/27\/what-will-it-take-to-fix-so-many-lousy-barracks-lawmakers-ask\/\" target=\"_self\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/09\/27\/what-will-it-take-to-fix-so-many-lousy-barracks-lawmakers-ask\/\">chronic neglect and underfunding<\/a> of these living quarters \u2014 which have led to mold, overflowing sewage, doors that don\u2019t lock and a lack of heating and air conditioning, among other issues \u2014 could take years to fix. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Warren asked the DOD for information about whether the programs for necessary repairs and restoration of military barracks programs have been adequately funded over the past 10 years. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She also asked how the fiscal 2026 budget proposal will fund the maintenance, restoration and sustainment of the barracks, and what the DOD\u2019s long-term plans are for addressing \u201cpoor health and safety conditions in the barracks.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A primary problem with privatized family housing has been the lack of upkeep, leading to <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2025\/04\/16\/families-sue-over-appalling-conditions-in-florida-military-housing\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.militarytimes.com\/news\/your-military\/2025\/04\/16\/families-sue-over-appalling-conditions-in-florida-military-housing\/\">increased health hazards<\/a> like mold. Others include: Fort Bragg (formerly Fort Liberty), Fort Drum, Fort Meade and Fort Stewart.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While those barracks are primarily for senior unaccompanied soldiers, the new Fort Irwin Apartments are being built specifically for junior enlisted in ranks E1-E5, according to The Michaels Organization officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Navy\u2019s two privatized unaccompanied housing projects are located at Naval Station Norfolk and Naval Station San Diego.<\/p>\n\n\n\t<aside programs and services on installations.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Among her other questions for Hegseth, Warren asked what penalties would be put in place if The Michaels Organization fails to meet agreed-to requirements, and whether there\u2019s a plan to evaluate the pilot program before committing to additional projects. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She also asked for specific tenant protections that would be included in the agreements with the companies responsible for maintaining the barracks, and how the privatization of barracks would affect the DOD\u2019s future budget requirements for the Basic Allowance for Housing for service members. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She asked whether the DOD will seek authorization for unaccompanied junior enlisted troops to receive BAH as part of the privatization plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHas DOD conducted a cost-benefit analysis?\u201d Warren asked, requesting details.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lastly, Warren asked the DOD for details on any assessments the department has conducted in specific locations to determine whether there\u2019s enough private-sector housing already available near military installations to meet the
