{"id":79920,"date":"2024-09-06T13:17:06","date_gmt":"2024-09-06T13:17:06","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2024\/09\/06\/vets-benefits-checks-could-be-delayed-without-a-va-funding-fix-soon\/"},"modified":"2026-08-08T16:03:39","modified_gmt":"2026-08-08T16:03:39","slug":"vets-benefits-checks-could-be-delayed-without-a-va-funding-fix-soon","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/veterans\/2024\/09\/06\/vets-benefits-checks-could-be-delayed-without-a-va-funding-fix-soon\/","title":{"rendered":"Vets\u2019 benefits checks could be delayed without a VA funding fix soon"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">When lawmakers return to Capitol Hill next week, they\u2019ll have just three weeks to agree upon a<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2024\/09\/04\/expect-a-833b-defense-budget-for-fy25-but-not-on-time-lawmaker-says\/\" target=\"_blank\"> short-term budget extension<\/a> to keep federal operations open this fall and prevent a partial government shutdown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that might not even be their biggest fiscal challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s because Department of <a href=\"https:\/\/www.militarytimes.com\/education-transition\/2024\/08\/29\/price-tag-for-vas-new-gi-bill-online-platform-has-jumped-nearly-500m\/\" target=\"_blank\">Veterans Affairs officials <\/a>have warned that if their own fiscal shortfall isn\u2019t addressed by Sept. 20, tens of millions of dollars in <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/11\/13\/vets-tap-businesses-for-va-disability-claims-help-but-theres-a-cost\/\" target=\"_blank\">veterans benefits<\/a> could be disrupted starting in October, a potential disaster for families dependent on that support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Administrators need about $2.9 billion approved for fiscal 2024 operations and about $12 billion more for fiscal 2025 accounts because of a surge in benefits payouts in recent months.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2024\/09\/04\/expect-a-833b-defense-budget-for-fy25-but-not-on-time-lawmaker-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Wittman-SAS.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Expect a $833B defense budget for FY25, but not on time, lawmaker says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Rep. Rob Wittman said he expects a short-term budget deal for federal spending to be finalized before the end of the month.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Leaders have warned that without a solution in the next few days, \u201ccompensation and pension benefit payments and readjustment benefit payments scheduled for delivery in October are at risk of being delayed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Department officials have been working with lawmakers on Capitol Hill for the last two months trying to find a solution to the problem, but so far have not arrived at a solution. Meanwhile, congressional Republicans have blasted VA leaders for poor management and planning, which they said has led to a fiscal crisis for veterans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That fight is expected to be highlighted on Sept. 10, when the House Veterans Affairs Committee hosts a hearing on concerns with VA management. The budget shortfall is expected to be among multiple complaints from Republican members, alongside accusations of poor communication and insufficient oversight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis represents by far the largest budget shortfall the department has experienced under any administration,\u201d committee <a href=\"https:\/\/www.armytimes.com\/management\/leadership\/2023\/11\/14\/va-officials-accused-of-ignoring-sexual-harassment-are-reassigned\/\" target=\"_blank\">Chairman Mike Bost<\/a>, R-Ill., wrote in a letter to<a href=\"https:\/\/www.militarytimes.com\/military-honor\/salute-veterans\/2023\/11\/08\/mcdonough-wants-va-to-reach-every-veteran-in-the-country\/\" target=\"_blank\"> VA Secretary Denis McDonough<\/a> in July.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNot only have your chief financial officers thrown out the dollar amounts requested for many key accounts, they have abandoned many of the estimates and projections that underpinned their budget. This is not just fiscal mismanagement; it is strategic whiplash.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA officials say the problem stems not from mismanagement but from historically high levels of benefits payouts by the department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through the first 10 months of fiscal 2024, staffers had granted disability compensation benefits to more than 1.1 million veterans and survivors, a new record. Nearly 413,000 veterans newly enrolled in VA health care services over the previous 12 months, up 27% from the same time frame a year earlier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDue in large part to the historic PACT Act, VA is delivering more care and more benefits to more veterans than ever before,\u201d VA press secretary Terrence Hayes said in a statement. \u201cThese results are life-changing for veterans, their families, caregivers, and survivors, and VA will continue to push to make sure that they get the care and benefits they deserve.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A bipartisan group of lawmakers has introduced legislation in the Senate to address the funding shortfall, but its prospects in the House are still unclear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Friday, members of the House Appropriations Committee unveiled their own funding fix plan, which includes nearly $3 billion in new funding for VA but also \u201cstrong oversight measures to uncover how this massive shortfall occurred and to prevent it from happening again.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For their part, advocates worry the political fight may overshadow the need for an immediate fix. In an open letter last week, American Legion officials urged its members to petition Congress to find a solution \u201cprotecting the benefits that so many of our brothers and sisters depend on.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same day as the veterans hearing, lawmakers are expected to begin debate on plans for a full federal budget extension past Oct.1. If a solution to the VA funding shortfall is rolled into that package, it may not be passed until after the Sept. 20 deadline, potentially creating processing issues for veterans benefits
