{"id":80390,"date":"2026-02-11T00:28:12","date_gmt":"2026-02-11T00:28:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2026\/02\/11\/experts-argue-marine-pullback-in-okinawa-should-be-halted-as-china-threat-rises\/"},"modified":"2026-08-08T16:56:48","modified_gmt":"2026-08-08T16:56:48","slug":"experts-argue-marine-pullback-in-okinawa-should-be-halted-as-china-threat-rises","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2026\/02\/11\/experts-argue-marine-pullback-in-okinawa-should-be-halted-as-china-threat-rises\/","title":{"rendered":"Experts argue Marine pullback in Okinawa should be halted as China threat rises"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As the Chinese People\u2019s Liberation Army edges toward its goal of invading Taiwan by 2027, experts argue that Washington must reexamine a long-standing U.S.-Japan blueprint that aims to shift nearly 10,000 Marines away from Okinawa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Policy Review Initiative (DPRI) \u2014 intended to make the U.S. military presence less burdensome for the island\u2019s residents \u2014 will instead dangerously weaken deterrence against Beijing, <a href=\"https:\/\/www.atlanticcouncil.org\/dispatches\/the-marine-corps-presence-in-okinawa-is-critical-to-deterring-china-and-north-korea\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.atlanticcouncil.org\/dispatches\/the-marine-corps-presence-in-okinawa-is-critical-to-deterring-china-and-north-korea\/\">according to a report for the Atlantic Council<\/a> from Lt. Col. Caleb Eames, a senior Marine Corps fellow, and Amy Cowley, an assistant director at the council\u2019s Forward Defense program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The time for the U.S. to adjust its posture is now, they write. The Pentagon has shown a willingness to dismantle entrenched programs and the Trump administration\u2019s tariff policies have created leverage to agree to new terms with the Japanese government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWashington has a window of opportunity to rework old DPRI agreements in a new, substantial way,\u201d Eames and Cowley argue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the plan as it stands, the <a href=\"https:\/\/www.mca-marines.org\/wp-content\/uploads\/DPRI.pdf\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.mca-marines.org\/wp-content\/uploads\/DPRI.pdf\">U.S. and Japan agreed to move<\/a> 5,000 Marines and 1,300 dependents from Okinawa to Guam; 2,700 Marines and 2,000 dependents to Hawaii; 1,300 Marines to Australia; and 800 Marines to locations in the continental U.S. The first tranche of 100 troops, however, <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/12\/16\/us-marines-start-partial-transfer-from-okinawa-to-guam\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/12\/16\/us-marines-start-partial-transfer-from-okinawa-to-guam\/\">only arrived in Guam in 2024,<\/a> despite the initiative being in effect since 2012.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis move comes at a time when China is accelerating its bid for dominance in the western Pacific and pressing its claim on Taiwan,\u201d they assert. \u201cUnfortunately, if fully implemented, the DPRI would give Chinese military planners exactly what they want \u2014 a removal of U.S. forces from the locations where they would be most essential in a First Island Chain conflict.&#8221; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Okinawa sits along the so-called \u201cfirst island chain,\u201d stretching from the Japanese archipelago to the Malay Peninsula. It\u2019s an arc of enormous strategic importance because U.S. military planners see it as a bulwark that helps them constrain China\u2019s access to the western Pacific. The experts warn that shifting the American footprint 1,500 miles to the southeast, to Guam, would greatly hamper the capacity for a rapid response to Chinese aggression. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMoving stand-in forces away from the First Island Chain now risks undermining their strategic deterrence at a critical juncture,\u201d they contend. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the apex of President Xi Jinping\u2019s strategy lies a determination to reunify Taiwan with mainland China. Xi, in a phone call with President Donald Trump last week, described Taiwan as \u201cthe most important issue\u201d of the U.S.-China relationship. He cautioned Trump to be prudent in supplying weapons to the island, according to a <a href=\"https:\/\/www.fmprc.gov.cn\/eng\/xw\/zyxw\/202602\/t20260205_11851262.html\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.fmprc.gov.cn\/eng\/xw\/zyxw\/202602\/t20260205_11851262.html\">readout provided by China\u2019s foreign ministry.<\/a> The two leaders are poised to hold a high-stakes summit in China in April.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump administration, <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2026\/01\/26\/trumps-new-national-defense-strategy-downgrades-china-threat\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2026\/01\/26\/trumps-new-national-defense-strategy-downgrades-china-threat\/\">in its 2026 National Defense Strategy,<\/a> cast the Western Hemisphere as the U.S. military\u2019s first priority \u2014 a contrast from both the president\u2019s first term and from his predecessor, Joe Biden, who regarded Beijing as Washington\u2019s principal adversary. The Pentagon said it aims to be \u201cclear-eyed and realistic about the speed, scale, and quality\u201d of China\u2019s historic military buildup, but the goal is neither to \u201cdominate,\u201d nor to \u201cstrangle or humiliate them.\u201d Instead, the strategy underscores ongoing U.S. diplomacy with China in tandem with \u201cerecting a strong denial defense\u201d in the Pacific.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Marine Corps, meanwhile, insists that force realignments under the established DPRI framework will proceed on schedule. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe United States Marine Corps maintains a steadfast commitment to honoring our nation\u2019s obligations in the defense of Japan,\u201d Capt. Steven J. Keenan, a spokesman for the Marine Corps, said in a statement to Military Times on Tuesday. \u201cThe Marine Corps is continuing to implement the realignment of U.S. forces in accordance with the DPRI
