This tool aims to fix it."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As the population of <a href=\"https:\/\/www.militarytimes.com\/veterans\/2025\/10\/24\/judges-reject-va-secretarys-request-to-pause-veterans-claims-appeals\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/veterans\/2025\/10\/24\/judges-reject-va-secretarys-request-to-pause-veterans-claims-appeals\/\">U.S. veterans<\/a> becomes more diverse and vets\u2019 needs, from employment to medical treatment, continue to evolve, the demographic remains among the most difficult to survey. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A subset of the general population, veterans are most easily reached en masse through <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2025\/10\/24\/heres-the-2026-cost-of-living-boost-for-veterans-military-retirees\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2025\/10\/24\/heres-the-2026-cost-of-living-boost-for-veterans-military-retirees\/\">Department of Veterans Affairs<\/a> rolls. But that leaves approximately half of all veterans out, according to the Pentagon-linked Rand Corporation think tank. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alongside research organization NORC at the University of Chicago, Rand on Tuesday rolled out the Veterans Insight Panel, a survey cohort intended to allow for high-fidelity and rapid survey research on a veteran population representative of all ages, geographic areas and demographics. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The initial population, built by collecting data from Rand\u2019s American Life survey panel and NORC\u2019s AmeriSpeak cohort, has about 3,000 members, Robert Bozick, a RAND senior demographer and director of RAND Survey Panels, told Military Times. He expects that to grow as the organizations continue to recruit. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is a moving target,\u201d he said. \u201cWe wanted to make sure that we could at least field a survey and get about 1,000 responses before we launched, because that\u2019s typically the size of surveys that our researchers and external researchers need.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The effort to launch a new survey panel followed \u201can increasing need for more sophisticated, more nuanced data on veterans than what is typically being collected,\u201d Bozick said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">National organizations collecting data on Americans, from the U.S. Census to the Centers for Disease Control, typically include a question asking survey respondents to identify their status, he said, but data collected on veterans using these methods is incidental and limited in depth. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou can compare veterans who have asthma to the general population, but you can\u2019t dig down deeper and beyond that, because the purpose is not to survey veterans; it\u2019s to survey the general population,\u201d Bozick said. \u201cSo, for example, the next logical question [would be], \u2018Were you in combat? Were you in a combat zone where there may have been a burn pit?\u2019 Things like that. You can\u2019t get those from national data sources.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An upcoming project for 2026 that\u2019s sponsored by the Pittsburgh-based Heinz Endowments, for example, will focus on veteran underemployment and employment trajectories, Bozick said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While veteran employment data is included in monthly U.S. Department of Labor reports, veteran underemployment \u2014 meaning employment that doesn\u2019t fully utilize and recognize a veteran\u2019s skills and experience \u2014 has been much harder to quantify. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the last two years, the <a href=\"https:\/\/www.nvti.org\/2023\/08\/31\/veteran-underemployment\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.nvti.org\/2023\/08\/31\/veteran-underemployment\/\"><u>National Veterans\u2019 Training Institute<\/u><\/a> has reported that one-third of veteran job seekers are underemployed; the <a href=\"https:\/\/journal-veterans-studies.org\/articles\/10.21061\/jvs.v10i3.542\" target=\"_blank\" rel=\"\" title=\"https:\/\/journal-veterans-studies.org\/articles\/10.21061\/jvs.v10i3.542\"><u>Journal of Veterans Studies<\/u><\/a> has found 10% of post-9\/11 veterans report underemployment; and the <a href=\"https:\/\/mason.wm.edu\/news\/2024\/america-solved-veterans-unemployment-within-a-decade-but-underemployment-continues-to-hold-back-their-talents.php\" target=\"_blank\" rel=\"\" title=\"https:\/\/mason.wm.edu\/news\/2024\/america-solved-veterans-unemployment-within-a-decade-but-underemployment-continues-to-hold-back-their-talents.php\"><u>Raymond A. Mason<\/u><\/a> School of Business has cited veteran underemployment as high as 60%. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is something our researchers are struggling with. When they try to go collect data, they get small samples,\u201d Bozick said. \u201cYou either get a pool with a lot of Vietnam vets, not a lot of younger veterans or vice versa. All of those samples have challenges, given the diversity of the military experience.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notably, the Veterans Insight Panel is not exclusively for academic research.
