Andrew \u201cWoody\u201d Lewis<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Arctic is a cooperative area. But it will only remain a cooperative area if we continue to build those relationships \u2014 even with the Russians,\u201d Lewis said at The Navy League\u2019s 2021 Sea-Air-Space Exposition on Monday. \u201cWe have to work together because the environment is very, very challenging \u2026 and the environment is changing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut if we aren\u2019t present there, and if we aren\u2019t continuing to build those partnerships, it will be a contested space,\u201d said Lewis, who also heads <a href=\"https:\/\/www.navytimes.com\/news\/your-military\/2020\/09\/17\/nato-stands-up-joint-force-command-norfolk-to-boost-readiness-in-the-atlantic\/\">NATO\u2019s Joint Force Command Norfolk<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Failure to maintain presence in the Arctic would \u201ccede the space to the Russians or somebody else,\u201d Lewis said, adding that it could also become a space where conflict arises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Coast Guard, whom Lewis described as the U.S. \u201cexperts\u201d in the Arctic, work closely with the Navy\u2019s 2nd, 3rd and 5th Fleets \u2014 but he noted partnerships could exist outside of uniformed military or maritime communities.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/08\/04\/brrrrr-navy-to-conduct-small-boat-operations-in-the-arctic\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"215\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/thomas-hudner.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Brrrrr! For example, the aircraft carrier <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/10\/19\/the-navy-sends-a-carrier-back-to-russias-arctic-haunts\/\" target=\"_blank\">Harry S. Truman and its carrier strike group<\/a> operated in the Norwegian Sea in 2018 \u2014 marking the first time a U.S. aircraft carrier had entered the Arctic Circle since 1991.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More recently, four U.S. Navy ships sailed into the Barents Sea between Russia and Norway in May to complete maritime security operations. The blueprint, which said the U.S. Navy \u201cmust operate more assertively\u201d in the Arctic, cautioned that Russia is reopening old bases and \u201creinvigorating\u201d regional exercises. Likewise, it predicts that this will continue in the \u201cdecades ahead\u201d and that China will step up its naval activity \u201con, below and above Arctic waters.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPeace and prosperity in the Arctic requires enhanced naval presence and partnerships,\u201d the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weeks after the report\u2019s release, Lewis warned during a Jan. 26 American Enterprise Institute webinar that the Arctic could become the next contested space, noting the Russians were reinvigorating their military capabilities in the Arctic in an attempt to make it a militarily contested zone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is not in the common interests of the other Arctic
