Focused elsewhere, the U.S. now finds itself ill-prepared to compete in the <a href=\"https:\/\/www.defensenews.com\/video\/2020\/04\/10\/arctic-sea-ice-reaches-2019-minimum-extent\/\" target=_blank>thawing<\/a>, resource-rich arena that also offers adversaries avenues of approach to the American homeland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If America is going to compete effectively against Russia and China, Washington must recognize that the <a href=\"https:\/\/www.defensenews.com\/video\/2020\/04\/09\/norad-intercepts-russian-aircraft-near-alaska\/\" target=_blank>competition is playing out<\/a> in the Arctic too \u2014 and act accordingly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rising interest and activity in the Arctic largely coincide with the ongoing retreat of sea ice. Correspondingly, vessel traffic in waters north of the Bering Strait has increased <a href=\"https:\/\/www.cmts.gov\/downloads\/CMTS_2019_Arctic_Vessel_Projection_Report.pdf\" target=_blank>128 percent<\/a> over the last decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pace of activity will only increase as the region begins experiencing ice-free summers over the next <a href=\"https:\/\/www.nature.com\/articles\/s41558-020-0865-2.epdf?sharing_token=oG3jDLNrXgrjMDj4n19Zi9RgN0jAjWel9jnR3ZoTv0NFGJ9CSog2WeErJ2obXR5TFnF426caTUTZmpjgDU28DzdG5urNCZ0lBTl8lHZt7f-YPBPBj1ETECU0n8LluZDD1xHDzTIhz-AdfhiGrAHuLlGrGp8u5juUN35dBMU_K00EgGLazJVvHDNxYdwf669dWwYc2_lyse2jSs_Cxjzx_X3ZCGruyGeJ4sAPkacMTqQ%3D&#038;tracking_referrer=www.nationalgeographic.com\" target=_blank>15<\/a> to <a href=\"http:\/\/nsidc.org\/arcticseaicenews\/2020\/08\/summers-last-stand\/\" target=_blank>30<\/a> years. This, in turn, will open access to significantly shorter ocean routes and vast deposits of oil, natural gas, critical minerals and rare earth elements. That is no small thing, since the Arctic is estimated to house <a href=\"https:\/\/nordregio.org\/maps\/resources-in-the-arctic-2019\/\" target=_blank>22 percent<\/a> of the world\u2019s untapped oil and natural gas resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia, eager to exploit these opportunities and lacking sufficient warm water ports, has been quick to take advantage of the evolving conditions in the north. Moscow has invested heavily in its Arctic military posture, establishing an Arctic-focused Joint Strategic Command, <a href=\"https:\/\/www.csis.org\/features\/ice-curtain-russias-arctic-military-presence\" target=_blank>refurbishing<\/a> 50 regional sites to include airfields, radars and rescue stations, and <a href=\"https:\/\/www.armed-services.senate.gov\/imo\/media\/doc\/20-09_03-03-2020.pdf\" target=_blank>opening<\/a> 16 deep-water ports.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eager to secure its own access to the Arctic, Russia seems increasingly inclined to deprive that access to others by enacting unlawful Northern Sea Route passage restrictions. Even more alarmingly, last year Russia deployed a Bastion coastal defense cruise missile unit directly across the Bering Sea from Alaska. Zingaro\/U.S. Navy)<\/figcaption><\/figure><\/li><\/ul><a class=\"wp-block-jetpack-slideshow_button-prev swiper-button-prev swiper-button-white\" role=\"button\"><\/a><a class=\"wp-block-jetpack-slideshow_button-next swiper-button-next swiper-button-white\" role=\"button\"><\/a><a aria-label=\"Pause Slideshow\" class=\"wp-block-jetpack-slideshow_button-pause\" role=\"button\"><\/a><div class=\"wp-block-jetpack-slideshow_pagination swiper-pagination swiper-pagination-white\"><\/div><\/div><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">China has been no less purposeful in its Arctic pursuits: garnering observer status to the Arctic Council, navigating warships through U.S. territorial waters, operating research stations in Norway and Iceland, <a href=\"https:\/\/breakingdefense.com\/2020\/04\/battle-for-the-arctic-russia-plans-nuke-icebreaker-us-counters-china-in-greenland\/\" target=_blank>fielding<\/a> two icebreakers to further Arctic \u201cresearch,\u201d and initiating the Polar Silk Road.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Resource-starved <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2020\/05\/11\/chinas-strategic-interest-in-the-arctic-goes-beyond-economics\/\" target=_blank>China contends these activities are benign<\/a>, but Beijing\u2019s pursuit of dual-use Arctic infrastructure raises questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Compounding the competitive environment, the U.S. Department of Defense has expressed concerns regarding \u201csigns of a nascent but growing strategic cooperation between China and Russia,\u201d both globally and in the Arctic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These developments are particularly troubling in light of the relative inactivity demonstrated by the United States in the region. Perhaps this poor state of U.S. Arctic efforts is best epitomized by the Coast Guard cutter Healy \u2014 America\u2019s sole medium <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/06\/09\/trump-memo-demands-new-fleet-of-arctic-icebreakers-to-be-ready-by-2029\/\" target=_blank>polar icebreaker<\/a> \u2014 that returned early from operations this year due to a motor fire. With no forecast for a return to service, the U.S. is currently without a single icebreaker to support the Arctic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In startling contrast, Russia has 54 icebreakers, many armed and some nuclear-powered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This capability shortfall presents substantive challenges in a region where \u201c<a href=\"https:\/\/www.knom.org\/wp\/blog\/2018\/08\/13\/sullivan-and-military-brass-visit-nome-with-ambitions-for-arctic-role-in-national-security\/\" target=_blank>presence equals influence<\/a>,\u201d as U.S. Coast Guard Commandant Adm. Karl Schultz put it. And America\u2019s first new polar security cutter is not scheduled for delivery until 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unfortunately, the absence of Arctic icebreakers is but one of many instances where U.S. capability and capacity lags behind regional requirements. Other substantive gaps include lack of a strategic Arctic port, degradation or <a href=\"https:\/\/www.c4isrnet.com\/smr\/frozen-pathways\/2020\/05\/11\/failure-to-communicate-us-navy-seeks-faster-data-transfers-amid-arctic-ice\/\" target=_blank>loss of communications<\/a> at high latitudes, and scarce polar-capable Navy and Coast Guard surface ships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, the Pentagon submitted an Arctic strategy to Congress. But without urgent action to match desired ends and available means, Washington risks strategic insolvency in the north.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2020\/05\/12\/sen-sullivan-of-alaska-talks-military-strength-and-strategy-in-the-arctic\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1212111689.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Sen. Sullivan of Alaska talks military strength and strategy in the Arctic<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">When it comes to boosting the Defense Department\u2019s role in the frigid Arctic, nobody in Congress seems hotter under the collar than Sen. Dan Sullivan.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Retired Coast Guard Adm. Paul Zukunft <a href=\"https:\/\/conference.defensenews.com\/recap#sea\" target=_blank>told Defense News<\/a>: \u201cWe are lagging a couple decades behind where we need to be\u201d in the Arctic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To begin closing these gaps and to enable the U.S. to better compete in the Arctic, Washington needs to act now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, Congress should support U.S. Northern Command\u2019s top unfunded priority for Arctic communications. Doing so would facilitate progress toward better domain awareness, enabling both effective operations and the ability to \u201cdetect and track threats\u201d in the northern latitudes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, Congress should also support construction of a deep-water port at Nome, Alaska. Executing the United States Army Corps of Engineers&#8217; recommendation would result in infrastructure that enhances logistics, access and force projection for destroyer and polar security cutter vessels operating in Arctic waters. The Department of Defense should expand on this effort by reviewing requirements for infrastructure along the Alaskan coast and Aleutian Islands that further its Arctic strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Third, consistent with a <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/memorandum-safeguarding-u-s-national-interests-arctic-antarctic-regions\/\" target=_blank>White House memorandum<\/a>, Washington should assess options to lease or accelerate acquisition of new icebreakers to ensure \u201ca persistent U.S. presence in the Arctic.\u201d Without the capability afforded by such assets, the U.S. cannot attain surface access to areas with significant sea ice formations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fourth, the department should direct the Navy to review requirements for polar-capable ships. Until such vessels are identified and acquired, the United States\u2019 ability to visibly contest Moscow\u2019s unlawful claims to the Northern Sea Route remains limited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And finally, Congress should direct U.S. Northern Command to produce an unclassified report outlining requirements needed to implement the National Defense Strategy with respect to the Arctic. The deliverable, similar to that <a href=\"https:\/\/int.nyt.com\/data\/documenthelper\/6864-national-defense-strategy-summ\/8851517f5e10106bc3b1\/optimized\/full.pdf\" target=_blank>submitted<\/a> by U.S. Indo-Pacific Command, would enable more effective congressional oversight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. cannot compete effectively with Russia and China by continuing to neglect the Arctic. Moscow and Beijing appreciate the importance of the Arctic  and are taking action.
