These latest deployments, which demand a robust American government response, signal how China plans to leverage its expanding global military footprint to thwart U.S. forces from <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/china\/\" target=\"_blank\">intervening in a Taiwan crisis<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For years, Chinese and <a href=\"https:\/\/www.defensenews.com\/global\/asia-pacific\/2022\/06\/12\/cambodia-hits-back-at-chinese-base-claims\/\" target=\"_blank\">Cambodian<\/a> officials <a href=\"https:\/\/www.theguardian.com\/world\/2022\/jun\/08\/cambodia-and-china-deny-naval-base-scheme-as-australian-pm-voices-concern\" target=\"_blank\">insisted<\/a> that refurbishments at Ream Naval Base \u2014 a deep-water facility located along the coast of the Gulf of Thailand \u2014 were never intended to accommodate Chinese military vessels. But those denials evaporated <a href=\"https:\/\/www.cnn.com\/2023\/12\/07\/asia\/cambodia-ream-naval-base-chinese-warships-us-analysis\/index.html\" target=\"_blank\">when Chinese corvettes docked<\/a> at Ream Naval Base, which now boasts a near-replica of the 363-meter-long pier installed at China\u2019s only other overseas naval base in Djibouti.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both piers are large enough to berth any ship in China\u2019s fast-growing naval force, including its new, <a href=\"https:\/\/thediplomat.com\/2020\/09\/003-and-more-an-update-on-chinas-aircraft-carriers\/\" target=\"_blank\">approximately 300-meter-long<\/a> Type 003 <a href=\"https:\/\/www.defensenews.com\/naval\/2022\/06\/17\/china-launches-third-aircraft-carrier\/\" target=\"_blank\">Fujian<\/a> aircraft carrier, which will undergo sea trials this year. Earlier this year, the U.S. intelligence community <a href=\"https:\/\/www.newsweek.com\/china-overseas-military-bases-us-intelligence-1878183\" target=\"_blank\">warned<\/a> Congress that China is pursuing other naval bases and expanded military access in Burma, Cuba, Equatorial Guinea, Pakistan, Seychelles, Sri Lanka, Tanzania and the United Arab Emirates. (Courtesy of BlackSky)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In Cambodia\u2019s case, that includes the Strait of Malacca, <a href=\"https:\/\/www.weforum.org\/agenda\/2024\/02\/worlds-busiest-ocean-shipping-routes-trade\/\" target=\"_blank\">through which 30% of the world\u2019s trade flows<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While China remains intent on rivaling U.S. dominance, Beijing is not seeking to mirror <a href=\"https:\/\/www.defensenews.com\/pentagon\/2024\/04\/03\/pacific-problems-why-the-us-disagrees-on-the-cost-of-deterring-china\/\" target=\"_blank\">America\u2019s expansive and expensive global military presence<\/a>. (Courtesy of BlackSky)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">More specifically, China\u2019s little-understood <a href=\"https:\/\/digital-commons.usnwc.edu\/cgi\/viewcontent.cgi?article=1012&#038;context=cmsi-maritime-reports\" target=\"_blank\">forward edge defense doctrine<\/a> centers around deploying military assets abroad where China\u2019s adversaries \u2014 principally the U.S. \u2014 are strongest, such as the Middle East. In certain cases, China is eyeing new naval outposts adjacent to brick-and-mortar U.S. bases; elsewhere, its focused on establishing a presence near maritime choke points frequented by American military vessels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By pre-positioning its military in this manner, <a href=\"https:\/\/nuke.fas.org\/guide\/china\/doctrine\/milstrat-2020.pdf\" target=\"_blank\">Chinese strategists assess<\/a> Beijing stands a <a href=\"https:\/\/www.uscc.gov\/sites\/default\/files\/Kardon_USCC%20Testimony_FINAL.pdf\" target=\"_blank\">reasonable chance of striking<\/a> American military facilities and other high-value targets \u2014 and even during a war over Taiwan \u2014 thereby complicating Washington\u2019s ability to dispatch these and other forces to China\u2019s periphery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, in projecting power from farther flung locales, such as West Africa, China could gravely complicate Washington\u2019s ability to rapidly deploy U.S. military assets stationed along America\u2019s Eastern Seaboard to the fight in Asia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So far, Cambodia has incurred no costs whatsoever for its decision to host Chinese forces. In other instances, diplomatic <a href=\"https:\/\/www.defensenews.com\/global\/mideast-africa\/2024\/05\/01\/emirati-f-35-prospects-languish-amid-high-stakes-chinese-us-courting\/\" target=\"_blank\">interventions<\/a> designed to counter China\u2019s basing strategy have fallen short. For example, U.S. <a href=\"https:\/\/www.wsj.com\/articles\/u-a-e-confirms-it-halted-work-on-secret-chinese-port-project-after-pressure-from-u-s-11639070894\" target=\"_blank\">warnings<\/a> to the United Arab Emirates in 2021 led to a brief halt in China\u2019s covert base building there, yet construction quietly <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2023\/04\/26\/chinese-military-base-uae\/\" target=\"_blank\">resumed<\/a> two years later. The White House <a href=\"https:\/\/www.wsj.com\/world\/africa\/u-s-china-tensions-have-a-new-front-a-naval-base-in-africa-616e9e77\" target=\"_blank\">dispatched<\/a> a different high-level delegation to Equatorial Guinea, also in 2021, only to discover later that nearby Gabon had already agreed to <a href=\"http:\/\/eng.mod.gov.cn\/xb\/News_213114\/OverseasOperations\/16236380.html\" target=\"_blank\">host<\/a> Chinese forces on its soil.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s past time for Washington to jettison its ad hoc, absent-minded approach toward Beijing\u2019s basing pursuits. Through enhanced oversight and better coordination, Congress can and should lead the way to ensure policies are in place to anticipate and thwart China\u2019s moves in countries where the U.S. government assesses Beijing is seeking new or expanded military access agreements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For starters, the Defense Department should immediately appoint a senior official to synchronize internal strategy and resourcing on this matter. The White House should similarly appointment someone to lead the interagency\u2019s response and planning. At present, no single official or office within the Defense Department or White House has that responsibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond routine oversight, lawmakers should consider ordering a comprehensive assessment from the Defense Department to scrutinize how new Chinese military installations might shift the global power balance and complicate U.S. force posture in key regions. Such an assessment could also spur Congress to consider granting new or expanded authorities to executive branch agencies and the intelligence community to counter China\u2019s military moves, just as it did during the Cold War to thwart the Soviet Union\u2019s push for overseas basing primacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last, Congress should also dispatch delegations to countries with current or potential Chinese basing sites, not only to reinforce diplomatic ties but to offer tangible support that could dissuade them from hosting a Chinese military facility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Barring swift U.S. action, the Chinese warships now anchored in Cambodia may soon set course for new Chinese outposts. Should such deployments unfold, it could mark a strategic encirclement that leaves Taiwan \u2014 and U.S. interests in the Indo-Pacific \u2014 vulnerable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Rep.
