{"id":85668,"date":"2024-03-05T16:26:32","date_gmt":"2024-03-05T16:26:32","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2024\/03\/05\/rearming-us-navy-ships-at-sea-is-no-longer-an-option-but-a-necessity\/"},"modified":"2026-08-08T01:01:59","modified_gmt":"2026-08-08T01:01:59","slug":"rearming-us-navy-ships-at-sea-is-no-longer-an-option-but-a-necessity","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/opinion\/2024\/03\/05\/rearming-us-navy-ships-at-sea-is-no-longer-an-option-but-a-necessity\/","title":{"rendered":"Rearming US Navy ships at sea is no longer an option, but a necessity"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">One simple step can \u201crevolutionize surface warfare,\u201d as U.S. Navy Secretary Carlos Del Toro put it at the <a href=\"https:\/\/www.c4isrnet.com\/digital-show-dailies\/west\/\" target=\"_blank\">latest naval conference WEST<\/a> in San Diego: <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/03\/28\/us-navy-prioritizes-game-changing-rearming-capability-for-ships\/\" target=\"_blank\">rearming our warships at sea<\/a>. Today the only way to <a href=\"https:\/\/www.defensenews.com\/opinion\/2023\/12\/04\/reloading-vertical-missile-tubes-at-sea-is-within-a-crane-arms-reach\/\" target=\"_blank\">reload vertical launching system cells<\/a> \u2014 the mainstay of the Navy\u2019s front-line warship \u2014 is to pull into port, often taking warships out of action for weeks at a time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider the situation in the Red Sea. For our Navy\u2019s warships engaging the Houthi rebel group, reloading VLS cells would require a transit through the Suez Canal to ports in Greece or Italy, about 2,000 miles or more away. This lost time, under persistent Houthi attacks, proves this ability to reload underway is no longer a luxury \u2014 it\u2019s a necessity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VLS cells carry most of the surface fleet\u2019s firepower onboard destroyers and cruisers. From VLS cells, the Navy employs air and missile defense weapons as well as long-range strike and anti-ship missiles. The Arleigh Burke-class destroyers have the capacity to store 90-96 missiles in VLS cells depending on the variant of warship. Warships are loaded with an assortment of weapons before deploying to meet expected mission needs and ensure the ship\u2019s self-defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reloading the most capable missile defense weapon \u2014 the RIM-161, also known as the Standard Missile-3 \u2014 into one of these vertical cells is a delicate matter. It requires precisely loading a 1.5-ton, 21.5-foot-long missile into a tube built into the hull of the ship. At sea, the movement caused by even calm seas makes this nearly impossible to do without damaging the missile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A 2019 <a href=\"https:\/\/csbaonline.org\/research\/publications\/taking-back-the-seas-transforming-the-u.s-surface-fleet-for-decision-centric-warfare\/publication\/1\" target=\"_blank\">Center for Strategic and Budgetary Assessments study<\/a> found a VLS reload-at-sea capability could provide the equivalent of an additional 18 destroyers or cruisers in a <a href=\"https:\/\/www.defensenews.com\/naval\/2021\/04\/12\/as-the-us-navy-scrambles-to-field-more-missiles-in-asia-a-tough-decision-looms-for-aging-cruisers\/\" target=\"_blank\">Pacific war scenario<\/a>. With China\u2019s modern navy larger than ours and backed by a massive shipbuilding industry, every one of our warships must be kept in the fight. As such, the U.S. Navy can ill afford to lose one warship for weeks to arrive at a safe Pacific harbor to reload weapons.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/04\/12\/chinas-navy-has-more-ships-than-the-us-does-that-matter\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Cina-Main.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">China\u2019s navy has more ships than the US. Does that matter?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">\u201cWho wins when part of one force goes up against all of a hostile force? That\u2019s the question we may see put to the test. The answer is far from obvious.\u201d<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Fortunately, rearming VLS cells at sea is not an impossible engineering problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy has explored two options since the mid-1990s. The first uses a conventional approach reminiscent of time-tested underway replenishment at-sea methods: the Transportable Re-Arming Mechanism. The second, more complex approach uses a crane that compensates for wave movements: Large Vessel Interface Lift On\/Lift Off.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Between the two approaches, the TRAM system\u2019s simpler approach is closer to an at-sea demonstration. The secretary\u2019s comments at WEST indicate this is <a href=\"https:\/\/www.navalnews.com\/naval-news\/2024\/02\/us-navy-set-to-trial-vls-reloading-system-at-sea\/\" target=\"_blank\">coming<\/a> in the summer. Once completed the next step will be to adapt the method to operational destroyers \u2014 a task that the Navy\u2019s recent performance indicates will be too long in coming.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2024\/02\/12\/all-the-houthi-us-navy-incidents-in-the-middle-east-that-we-know-of\/\" target=\"_blank\">Houthi attacks on shipping in the Red Sea<\/a> have been going on for months, and the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2023\/11\/29\/uss-carney-shoots-down-drone-launched-from-yemen-official-says\/\" target=\"_blank\">destroyer Carney<\/a> has been there from the beginning. <a href=\"https:\/\/www.centcom.mil\/MEDIA\/PRESS-RELEASES\/Press-Release-View\/Article\/3665795\/uscentcom-red-sea-operational-update\/\" target=\"_blank\">As of Feb. 3<\/a>, it had been shooting down Houthi missiles and drones for almost four months. When it must depart the fight for a distant port to load its VLS cells, the lost firepower will have to be made up someway, or operations will be affected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Calls for developing the capability to reload VLS cells at sea is not new. And the attention of the secretary of the Navy dates back to a major <a href=\"https:\/\/www.navy.mil\/Press-Office\/Speeches\/display-speeches\/Article\/3240877\/secnav-delivers-remarks-at-columbia-university\/\" target=\"_blank\">speech<\/a> given at Columbia University in December 2022. The secretary\u2019s attention clearly underscores the importance placed on developing it. Yet progress seems stalled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s time Congress steps in and gets answers to help the Navy get what it needs to develop this critical capability. Perhaps some of the needed money could be spared from the $114.7 million requested in the current defense budget for <a href=\"https:\/\/comptroller.defense.gov\/Portals\/45\/Documents\/defbudget\/FY2024\/FY2024_Budget_Request_Overview_Book.pdf\" target=\"_blank\">diversity, equity and inclusion<\/a> activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The nation cannot afford to learn the importance of having VLS rearming at sea after a major war in Asia begins. As the secretary has stated, \u201chistory is forged in the crucible of action, not the comfort of hindsight.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Brent D.
