The first part is <\/i><a href=\"https:\/\/www.defensenews.com\/opinion\/2023\/10\/05\/japan-south-korea-and-the-us-should-mirror-aukus-for-destroyers\/\" target=\"_blank\"><i>here<\/i><\/a><i>, the second <\/i><a href=\"https:\/\/www.defensenews.com\/opinion\/2023\/12\/04\/reloading-vertical-missile-tubes-at-sea-is-within-a-crane-arms-reach\/\" target=\"_blank\"><i>here<\/i><\/a><i> and the third <\/i><a href=\"https:\/\/www.defensenews.com\/opinion\/2024\/01\/17\/repair-deployed-ships-in-theater-to-optimize-combat-power\/\" target=\"_blank\"><i>here<\/i><\/a><i>.<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly two decades after then-Chief of Naval Operations Adm. Mike Mullen championed a <a href=\"https:\/\/www.navytimes.com\/naval\/2021\/10\/05\/navy-secretarys-new-strategic-guidance-focuses-on-deterring-china-from-invading-taiwan\/\" target=\"_blank\">1,000-ship Navy<\/a>, the <a href=\"https:\/\/www.usni.org\/magazines\/proceedings\/2007\/january\/1000-ship-navy-and-maritime-strategy\" target=\"_blank\">rationale<\/a> for a combined fleet \u2014 that is, a maritime fighting force augmented by international allies and partners \u2014 is more relevant than ever.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/naval\/2023\/12\/19\/us-unveils-international-force-to-defend-red-sea-heres-what-we-know\/\" target=\"_blank\">Recent events<\/a> demonstrate that keeping vital waterways free and open requires both political resolve and \u2014 in the words of <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/07\/21\/how-franchettis-experience-made-her-bidens-pick-to-lead-the-navy\/\" target=\"_blank\">the current CNO, Adm. Lisa Franchetti<\/a> \u2014 \u201d<a href=\"https:\/\/media.defense.gov\/2024\/Jan\/09\/2003372761\/-1\/-1\/1\/AMERICAS%20WARFIGHTING%20NAVY.PDF\" target=\"_blank\">players on the field<\/a>.\u201d But oceans are vast, ships cannot be in two places at once, and building them quickly is difficult and costly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Luckily, the U.S. is the central node in a network of democratically minded, technologically advanced partners that confer a strategic advantage. Moreover, <a href=\"https:\/\/warontherocks.com\/2024\/01\/why-u-s-naval-power-needs-asian-allies\/\" target=\"_blank\">many of these allies<\/a> operate similar platforms and systems in their respective navies \u2014 gas turbine engines, the Aegis shipboard combat system, P-8 maritime patrol aircraft, H-60 helicopters, and F-35 fighter jets \u2014 that can yield efficiencies in force design, generation and employment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, leaping from interoperability to interchangeability is, in part, a human endeavor. To that end, the U.S. Navy has exchange agreements to host foreign professionals and send U.S. personnel abroad. Refocusing these programs through the lens of potential military conflict can accelerate the benefits of collaboration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, expand the number of enlisted <a href=\"https:\/\/www.mynavyhr.navy.mil\/Career-Management\/Language-Culture\/PEP\/\" target=\"_blank\">personnel exchanges<\/a> to build a deeper reservoir of expertise across the allied force. Within today\u2019s U.S. Navy, approximately 80 of nearly 300 foreign personnel exchanges are at the enlisted level \u2014 a number that <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/11\/30\/first-us-submarine-repairs-in-australia-scheduled-for-summer\/\" target=\"_blank\">should rise<\/a> as the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/12\/02\/defense-officials-put-technology-at-center-of-aukus-summit\/\" target=\"_blank\">AUKUS pathway<\/a> is implemented. These exchanges should be increased and modified to include a tour aboard a ship or with an aircraft squadron common to both navies, followed by an assignment at a regional maintenance facility, fleet logistics center or schoolhouse. Such an approach would develop common knowledge and capitalize on diversity of experience to generate better business practices and warfighting advantages for both sides. Leveraging some common ratings may even <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/04\/19\/army-navy-and-air-force-predict-recruiting-shortfalls-this-year\/\" target=\"_blank\">ease the strain on U.S. personnel<\/a> by filling important, but <a href=\"https:\/\/news.usni.org\/2022\/10\/25\/navy-needs-to-fill-about-9000-at-sea-billets-in-more-than-a-dozen-ratings-says-personnel-command\" target=\"_blank\">gapped<\/a>, seagoing billets.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/asia-pacific\/2024\/02\/05\/whats-next-for-the-us-philippines-basing-agreement\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/12_special_basing.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What\u2019s next for the US-Philippines basing agreement?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Philippines is expected to work on dozens of projects this year to upgrade military bases as part of an agreement with the United States.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Second, improve allied officers\u2019 exposure to U.S. Navy operations and decision-making. Currently, foreign officers \u2014 including those with whom I served aboard all three of my destroyers \u2014 embed within an operational unit for a multiyear tour, and then return home. Consequently, their experience can vary based on their unit\u2019s prescribed mission and seagoing time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One option is to shorten the duration, widen the aperture and increase throughput to maximize the program\u2019s return on investment. For example, a condensed assignment aboard a mission-ready ship, with an immediate successive rotation on a carrier strike group or numbered fleet commander staff, would expose exchange officers to challenges and problem-solving at different levels of command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conversely, it may make sense to lengthen some exchanges on common platforms (<a href=\"https:\/\/www.defensenews.com\/opinion\/2023\/10\/05\/japan-south-korea-and-the-us-should-mirror-aukus-for-destroyers\/\" target=\"_blank\">such as guided-missile destroyers<\/a>) to achieve near-perfect tactical synergy \u2014 just like \u201c<a href=\"https:\/\/www.raf.mod.uk\/our-organisation\/stations\/raf-lossiemouth\/news\/mbe-for-pioneer-p-8-pilot\/\" target=\"_blank\">Project Seedcorn<\/a>,\u201d in which British maritime patrol pilots <a href=\"https:\/\/eprints.lincoln.ac.uk\/id\/eprint\/46022\/\" target=\"_blank\">integrated<\/a> into allied squadrons for up to eight years to maintain their flying proficiency while the U.K. transitioned airframes from the Nimrod to the now-ubiquitous P-8A Poseidon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Third, pair student learning exchanges with fleet experience to develop a more comprehensive picture of the American way of war. The Naval Academy runs myriad <a href=\"https:\/\/www.usna.edu\/InternationalProgram\/index.php\" target=\"_blank\">international undergraduate programs<\/a>, ranging from reciprocal semesters abroad to four-year immersion, but foreign graduates return to their home country after earning their diploma.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, Congress should amend <a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/10\/347\" target=\"_blank\">public law<\/a> to make these graduates eligible to attend fleet-accession training alongside their classmates, and then serve a shortened tour in the U.S. Navy so they return home as seasoned junior officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, assigning foreign graduates of the Naval Postgraduate School, Naval War College or even the Surface Warfare Schools Command \u2014 which teaches four ship-handling and tactical courses to international naval officers \u2014 to fleet staffs would better expose them to U.S. naval planning and operations, albeit on a larger scale than in their home navies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Navy has active agreements to host foreign personnel from <a href=\"https:\/\/www.mynavyhr.navy.mil\/Career-Management\/Language-Culture\/PEP\/\" target=\"_blank\">20 countries<\/a>, <a href=\"https:\/\/2009-2017.state.gov\/s\/l\/treaty\/collectivedefense\/\" target=\"_blank\">18 of which<\/a> are parties to collective defense arrangements. However, at the Naval Academy, only 19 of the 57 midshipmen currently in the service academy\u2019s four-year foreign student program hail from allied countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though some highly capable allies operate their own national military academies, encouraging and favoring applicants from this partnership pool \u2014 authority Congress has granted to service secretaries \u2014 would generate maximum combined warfighting utility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lastly, reassess how the Department of the Navy is organized in order to optimize the foreign exchange program\u2019s effectiveness. <a href=\"https:\/\/www.secnav.navy.mil\/doni\/Directives\/05000%20General%20Management%20Security%20and%20Safety%20Services\/05-700%20General%20External%20and%20Internal%20Relations%20Services\/5700.7J.pdf\" target=\"_blank\">Responsibilities<\/a> for international engagement policy, personnel placement, hardware sales and information access are currently <a href=\"https:\/\/peoiws.stemrocks.net\/programs\" target=\"_blank\">divided<\/a> across the <a href=\"https:\/\/www.navsea.navy.mil\/Home\/Team-Ships\/NAVSEA-21\/International-Fleet-Support\/\" target=\"_blank\">fleet<\/a>, Navy staff and <a href=\"https:\/\/www.secnav.navy.mil\/nipo\" target=\"_blank\">secretariat offices<\/a>. Mirroring the Secretary of the Air Force International Affairs office, which consolidates many of these programmatic functions under one managerial umbrella, could better centralize <a href=\"https:\/\/www.mynavyhr.navy.mil\/Portals\/55\/Reference\/MILPERSMAN\/1000\/1300Assignment\/1306-921.pdf\" target=\"_blank\">execution<\/a> of diplomatic exchanges and align resources with operational needs.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"7018\" height=\"4679\" src=\"\/wp-content\/uploads\/2026\/08\/7977446.jpg.jpg\" alt=\"\" class=\"wp-image-118503\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7977446.jpg.jpg 7018w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7977446.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7977446.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7977446.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7977446.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7977446.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 7018px) 100vw, 7018px\" \/><figcaption class=\"wp-element-caption\">Officers with U.S. Navy carrier strike groups meet with Tactical Training Group Atlantic staff on Aug. 15, 2023. (MC2 Isaac Maxwell\/U.S. Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">To be sure, interpersonal challenges remain to achieving interchangeability. One is military rules of engagement, which can complicate real-world combined operations when they differ by country. Another is information sharing, where restrictions can delay personnel placements, induce frustrations and undermine program goals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fortunately, thanks to AUKUS, Congress is melting the <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-05-23\/australia-laments-bureaucratic-permafrost-that-s-slowing-aukus-alliance\" target=\"_blank\">bureaucratic permafrost<\/a> that can freeze international coordination. For instance, the fiscal 2024 National Defense Authorization Act includes a mandate to \u201creform and improve the policies, processes, and procedures,\u201d \u201cincrease efficiency and reduce timelines,\u201d review foreign disclosure <a href=\"https:\/\/www.esd.whs.mil\/Portals\/54\/Documents\/DD\/issuances\/dodd\/523011p.pdf\" target=\"_blank\">policies<\/a>, and reduce the use of <a href=\"https:\/\/www.dcsa.mil\/Portals\/91\/Documents\/CTP\/CUI\/DOD-CUI_Marking_Handbook-DOD_(2020).pdf\" target=\"_blank\">Not Releasable to Foreign Nationals<\/a> handling caveat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These solutions can be applied more broadly to provide access, preserve safeguards, and enhance high-end combined tactical training opportunities in our warfighting development centers, schoolhouses and afloat commands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Expanding soft power personnel exchanges can build common knowledge and complement the hard power platform choices many American allies have deliberately made to enable closer cooperation. Such investments \u2014 like Project Seedcorn \u2014 may grow into a sea of a thousand ships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Cmdr.
