The husband of a former deputy chief of mission in Morocco pleaded guilty to one count of abusive sexual conduct toward a woman who worked at his State Department-owned housing in Rabat.
Labib Chammas, 65, of Reston, Virginia, admitted that between August 2010 and February 2013 he used the fear of reprimand and termination to coerce a female household staff member into inappropriate situations. The staffer had worked at the residence for more than 16 years.
Chammas requested and received massages of his legs, hips and back, leading to demands she move on to his crotch, and on at least five occasions he tried to force graphic sexual acts, according to the Department of Justice.
The Department of State’s Diplomatic Security Service investigated the case, the District of Columbia and the DOJ Criminal Division’s Human Rights and Special Prosecutions Section prosecuted. Sentencing has been set for Jan. 4, 2017.
